			<content:encoded><![CDATA[<p>Leesburg, VA &#8212; A $15 million dollar wrongful death verdict, believed to be the largest ever rendered in the Commonwealth of Virginia, was issued Monday against Steven Combs-Lafleur in the Circuit Court of Loudoun County.<br />
The judgment came in the civil case brought against Combs-Lafleur by attorneys for the Estate of Catherine Anne (Cacey) Combs-Lafleur. The jury took 30 minutes to deliberate and return its historic verdict. Attorneys asked for $15 million as a reflection of the grief and anguish associated with the horrific nature of the crime.<br />
“This was a moral victory for the family,” said Peter Burnett of Burnett &amp; Williams, the attorneys for the Estate. “The family needed their day in court to talk about Cacey. They were troubled that their loved one, this delightful, lovely and thoughtful person, would be remembered not for how she lived but for how she died. I am honored to represent such a deserving family.”<br />
Cacey Combs-Lafleur died Sept. 18, 2010 at the home she shared with her husband outside Leesburg. Steven Combs-Lafleur by his own admission caused Cacey’s death by striking her several times in the head with a two-pound sledge hammer.<br />
During initial questioning by Loudoun County Sheriff’s Department investigators, Combs-Lafleur provided multiple explanations of the cause of death, all of which were inconsistent with crime scene evidence.<br />
At the earlier criminal trial, the defendant admitted to the wrongful killing of his wife but insisted that he had committed a “mercy killing” prompted by his reaction to severe injuries Cacey sustained when a ladder upon which he was standing suddenly “kicked out” and fell on her. He claimed Cacey’s injuries were immediately apparent, unmistakably fatal in nature, and his reaction was to end her agony.<br />
“Combs-LaFleur conceded he was legally responsible for Cacey’s death but he never let go of this unbelievable justification,” Burnett said. “He called it a ‘household accident’ that rendered her brain dead before he ever struck her. The medical examiner thought otherwise.”<br />
In November, the jury in the criminal case convicted Combs-Lafleur of first-degree murder and recommended a sentence of life in prison. Combs-Lafleur will be sentenced March 9, 2012.<br />
The wrongful death claim was filed on Jan. 31, 2011. Cacey’s beneficiaries are her 79-year-old mother and two younger brothers.<br />
Cacey’s niece and nephew testified at the one-day civil trial. “They talked about the family’s grief and sense of loss,” Burnett said.  “The family has been deprived of the whole truth and are haunted by their loss.”<br />
Cacey Combs-Lafleur was a long-time Loudoun County resident who was active in many local charities. She worked as a graphic artist for 30 years at the engineering firm CH@MHill.<br />
The 30,000 employee company recently established the Cacey Combs-Lafleur Spirit Award, intended to perpetuate the extraordinary kindness and character of an employee well known to hundreds of colleagues.<br />
The Combs family made a gift in Cacey’s memory to Loudoun Cares, which supports many of the charities which were important to Cacey.  “The family has expressed the desire to have the gift be used to help Cacey be remembered for the persons she was during her life,” Burnett said.</p>

			<content:encoded><![CDATA[<p>The Loudoun County Fire Marshal&#8217;s Office is reminding everyone that open burning is restricted in Loudoun County between February 15 and April 30. The regulations, which prohibit open air fires between the hours of midnight and 4:00 p.m., are enforced by the Virginia Department of Forestry and the Loudoun County Fire Marshal. Known as the “4:00 p.m. law,” these restrictions are in place due to the potential for rapid fire spread across woodland and grassland areas that is the result of dry outdoor fuels, high winds and temperature increases that are normally present in the late winter and early spring season.</p>
<p>During this period, residents may conduct open burning between the hours of 4 p.m. and midnight, subject to other restrictions. Open burning is prohibited at all times in the Towns of Round Hill, Purcellville, Middleburg, Lovettsville and Leesburg and in areas of Loudoun County that are part of suburban development. The burning of construction materials is prohibited at all times within any area of Loudoun County.</p>
<p>Where open burning is allowed, it is limited to leaves and other yard trimmings if curbside trash pick up is not available for this purpose and must not be done any closer than fifty feet from any structure.</p>
<p>Persons conducting open burning must contact the Loudoun County Emergency Communications Center at 703-777-0637 prior to igniting a fire and at the end of the burning. Fires may not be added to or stirred after midnight. Persons are responsible, at all times, to ensure the fire is maintained under control and that it is attended, with provisions immediately available to extinguish the fire if necessary.</p>
<p>Any person who violates this law could be convicted of a Class 1 misdemeanor, which carries a penalty of a fine up to $2,500.00 and up to a year in jail. Further, if convicted, a person may be required to compensate the locality for the full costs of fighting a fire.</p>

			<content:encoded><![CDATA[<p>At the Leesburg Town Council work session on Monday, February 13, 2012, Leesburg Town Manager John Wells presented his proposed budget for the 2013 fiscal year.</p>

<p>“The headline for next year’s proposed budget is that the Town remains on course for the long-term fiscal plan that we laid out last year,” Wells commented. “We have made very minor adjustments to the provisional FY 2013 budget that we presented to the Council as part of our two-year budget for FY 2012-2013. There are no major surprises.”</p>
<p>The proposed FY 2013 Budget maintains the current real estate tax rate at 19.5¢ per $100 of assessed value. The proposed tax rate reflects the “equalized rate,” which is the rate at which the Town would receive the same amount of revenue as last year, not including new construction. Since real estate assessments saw only modest increases over 2011, the average homeowner in Leesburg will see an increase of 1-2% in their tax bills.</p>
<p>In addition to maintaining the same tax rate, Wells’ proposed FY 2013 Budget uses no carryover funds from the previous year to balance the budget. As part of the Council’s adopted fiscal policies, the Town began reducing the reliance on carryover funds in FY 2009. The FY 2008 Budget used $3.4 million in carryover funds and that amount was reduced each year until FY 2011, when no carryover funds at all were used to balance the budget.</p>

<p><strong><span style="color: #8b0000;"><img style="width: 190px; height: 190px;" src="http://www.leesburgva.gov//Modules/ShowImage.aspx?imageid=5763" alt="Thomas Balch Library logo" align="right" border="0" hspace="5" vspace="5" /></span></strong>In the Margaret Mercer Room, the I Have A Dream Committee presents a history of the annual Martin Luther King Day March in Leesburg. Beginning in 1992, the annual community commemoration of Dr. Martin Luther King’s dream is now in its twentieth year. The history of collaboration between the organizations behind the march – the Loudoun County Branch NAACP, the Loudoun Douglass Alumni Association, Baha’i Community of Loudoun and the Bluemont Concert Series, known together as the ‘I Have a Dream Committee’ – is revealed through speeches, photographs, newspaper clippings, ribbons and other mementoes.</p>
<p>Also on view during February, the Thomas Balch Library presents The Underground Railroad Quilt in the John Janney room. Created by local quilter Debra Petitt and donated to the Library in 2011, the quilt features patterns passed down by oral tradition that may have been used to provide directions and advice to escaping slaves on the dangerous journey to freedom. Quilts, long a source of personal and artistic expression for enslaved and free African Americans before the Civil War, were easily adapted to display symbols that helped guide “passengers” between safe havens on the Underground Railroad. Pettit’s sixteen panel quilt features one set of symbols in the order they may have been used and describes the meaning of each symbol. More than just a roadmap, the symbols depicted on The Underground Railroad Quilt also document the experience of escaping slaves on their journey to freedom.</p>
<p>Both exhibits are free and open to the public during regular Thomas Balch Library hours through February 29, 2012.</p>

			<content:encoded><![CDATA[<p>The Leesburg Tree Commission will host the 5th annual Home Owners Associations Tree Care Summit on Saturday, March 17, 2012, from 9:00 to 11:00 a.m.. The program will be held at the Ida Lee Park Recreation Center (60 Ida Lee Drive NW, Leesburg), in the lower level conference room.</p>
<p>Topics of discussion will include:</p>
<ul>
<li>An overview of the Town’s Urban Forestry Program</li>
<li>Hiring a tree care professional</li>
<li>Best practices for selecting, planting and maintaining trees</li>
</ul>
<p>Demonstrations will include:</p>
<ul>
<li>Tree planting</li>
<li>Effective small tree pruning</li>
</ul>
<p>The primary focus of the summit is to inform and educate the Town’s Home Owners Associations (HOAs) about effective ways to manage trees on their properties. HOAs are among the largest landowners in Leesburg and, therefore, have the opportunity to contribute significantly to the development of the Town’s Tree Canopy, as they beautify their own environments.</p>

Cilenti, 47, of Leesburg, Va., was sentenced today to 64 months in prison, followed by three years of supervised release, for carrying out a fraud scheme to fraudulently obtain life insurance proceeds and for aggravated identity theft in connection with a related Social Security fraud scheme. He was also ordered to pay $465,748 in restitution.</p>
<p>Neil H. MacBride, United States Attorney for the Eastern District of Virginia James W. McJunkin, Assistant Director in Charge of the FBI&#8217;sWashington Field Office; and Michael L. Chapman, Loudoun County Sheriff, made the announcement after sentencing by United States District Liam O&#8217;Grady. Cilenti pled guilty on Nov. 3, 2011.</p>
<p>According to plea papers, Cilenti conspired to defraud USAA Life Insurance Company out of the proceeds of a $500,000 life insurance policy on the life of Cilenti&#8217;s late wife. Although Cilenti was the primary beneficiary of the policy, because the Loudoun County Sheriff&#8217;s Office identified Cilenti as a person of interest in his wife&#8217;s death, the insurance company declined to pay the proceeds to him. As a result, Cilenti and his attorney concocted a scheme to lie to the insurance company in order to fraudulently obtain the life insurance proceeds for Cilenti.</p>
<p>According to court documents, after being identified as a person of interest in his wife&#8217;s death, Cilenti disclaimed any interest in the $500,000 life insurance proceeds so that Cilenti&#8217;s then-minor adopted daughter could claim the benefits. Cilenti then retained a Leesburg attorney to create a trust for the benefit of Cilenti&#8217;s adopted daughter for which the attorney acted as trustee. Cilenti and his attorney falsely represented to the insurance company that Cilenti would neither have control of, access to, nor benefit from the insurance proceeds deposited in the trust. As a result, the insurance company paid over $500,000 in insurance proceeds to the adopted daughter&#8217;s trust.</p>
<p>Cilenti&#8217;s daughter, according to court papers, did not know that she was the beneficiary of her mother&#8217;s $500,000 life insurance policy or that a trust was created in her name. In fact, within weeks of the insurance company wiring $507,000 to the trust account, Cilenti&#8217;s attorney wrote over $400,000 in checks and wire transfers to Cilenti. Cilenti spent almost all the funds from the trust account, very little if any of which benefited his adopted daughter.</p>
<p>Shortly after the life insurance fraud scheme, unbeknownst to his adopted daughter, Cilenti also applied for Social Security survivor benefits on her behalf, forging her signature and using her Social Security Number without her knowledge or permission. Cilenti then spent on himself approximately $7,600 in Social Security survivor payments made to him on his adopted daughter&#8217;s behalf.<a title="Low Interest Rates Ahead?" href="http://insurancenewsnet.com/showad.aspx?id=2980&amp;di=0" target="_blank"><br />

<p>In a related matter, Christopher Agresto, 37, of Leesburg, Va., pled guilty on Nov. 4, 2011, for his role as Cilenti&#8217;s attorney in the conspiracy to commit life insurance fraud. Sentencing is scheduled for Feb. 24, 2012.</p>

			<content:encoded><![CDATA[<p>In the early morning hours of December 10, 2011 a 21-year-old male stepped out of his residence in the Chantilly area. As the victim exited his residence he was confronted by two males. One of the males repeatedly assaulted the victim with a blunt object. The suspects fled the area after the assault.</p>
<p>The victim received serious but non-life-threatening injuries.</p>
<p>During the course of the investigation it was determined the incident was possibly retaliatory in nature between the suspects and the victim.</p>
<p>On February 3, 2012, Erick J. Cox, 18, of Oakton, VA was charged with aggravated malicious wounding and robbery. Cox was being held on no bond at the Loudoun County Adult Detention Center. Further arrests are possible.</p>

			<content:encoded><![CDATA[<p>An 81-year-old female lost her life from injuries she sustained in a January 25, 2012 crash. The victim, an Ashburn woman, passed away on February 1, 2012 at Inova Fairfax Hospital.</p>
<p>In the crash, the victim was driving a 1995 Saturn and failed to yield the right of way to oncoming vehicle when turning left from Gloucester Parkway to Runnymeade Terrace. A 2005 Toyota Rav 4, driven by a 61-year-old woman from Pennsylvania, was traveling westbound on Gloucester Parkway when she struck the Saturn. Both drivers were injured as a result of the crash. The 81-year-old victim was ground transported to Inova Loudoun Hospital and was later airlifted to Inova Fairfax Hospital.</p>

			<content:encoded><![CDATA[<p>The Loudoun Soil and Water Conservation District, in partnership with the Loudoun County government, is hosting an informational workshop on a unique tree planting project on Wednesday, February 15, 2012, at 6:00 p.m. in the Lovettsville Room of the Loudoun County Government Center, 1 Harrison Street, S.E. in Leesburg. Private residential, industrial, commercial, and Homeowner Association (HOA) landowners in Loudoun are all eligible to apply for funds to plant trees, or “riparian buffers,” along perennial (year-round) streams and water bodies. An effective technique for improving water quality, this program reimburses landowners for planting materials and labor costs. Conservation Technician Chris Van Vlack will brief workshop attendees about the project’s planting options and application deadlines. This new project complements the existing agricultural buffer planting program offered through the state Agricultural BMP Cost Share Program. Funding for this project is limited and anticipated to be highly competitive, so interested landowners are strongly encouraged to attend the workshop to enhance their application opportunities. Forested riparian buffers along streams significantly help in filtering pollutants from stormwater runoff. This improves water quality for humans and wildlife and makes streams, creeks, and rivers safer for recreation. Forested buffers can also reduce mowing costs and provide habitat for birds and other wildlife.
